The Supreme Court of Azerbaijan considered 14 complaints of citizens against the Ministry of Emergency Situations. All of them were affected by flooding in the Kura river four years ago.
According to the staff of civil society “Kura”, the applicants submitted to the Shirvan Administrative-Economic Court and Court of Appeal of Shirvan photo and video of the evidence of an emergency condition of their property, and the Acts of inspection the scene. However, their claims were rejected. The Supreme Court also dismissed the cassation complaint. Now the applicant intends to apply to the European Court of Human Rights.
On flood relief the government allocated 420 million manats. Repair, construction and rehabilitation, as well as the payment of compensation was imposed on the Ministry of Emergency Situations, and facts of corruption, discrimination, bureaucratic arbitrariness were noted.119 people appealed against the Ministry of Emergency Situations. Their rights defend the headquarters of civil society “Kura.”
