Authorities Preparing New Law “On Advertising”

On Friday, the Economic Policy Committee of the Milli Mejlis (MM) held a public discussion of the draft of the new law “On Advertising”.

The hearing was attended by the head of the unit Safa Mirzoyev, the head of the socio-political department of the Presidential Administration Ali Hasanov, deputies, representatives of the pro-government media, advertising, broadcasters, and experts.

As the head of the parliamentary committee on economic policy Ziyad Samedzadeh said, the advertising law was first enacted in 1997. However, since then the economic situation has improved and there is a need to bring the legislation into line with the new realities.

“Compared with other countries, the advertising market indicators are not joined with the general economic parameters of Azerbaijan.

There is a great need for a serious approach to advertising, in the assessment of the bill through the eyes of economists, politicians and citizens. We have the capacity to fill the gaps,” said Samedzadeh.

The head of the MM unit Mirzoyev said that the bill also reflects questions of social advertising.

MP Vahid Ahmedov said that the bill consists of 39 articles. It clarifies the range of information, which is not an advertisement.

In addition, the time limit was specified on the ads on TV and new rules for sponsorship advertising were defined.

The head of the presidential administration Hasanov said that the bill reflected the innovations of state regulation in the production and broadcasting of advertising.

The work on the document should be continued and the concerns of subjects should be seriously considered, which will affect legislation. The working group, he said, should carefully examine the proposals of government agencies and manufacturers and distributors of advertising.

The new law should revise aggravating and restrictive rules and simplify rules of procedure and ensuring transparency, eliminating the possibility for abuse.

According to unofficial data, the advertising market in Azerbaijan is 68 mln. manat, including 60 mln. manat regarding TV.
