The Office for Combating Corruption under the General Prosecutor’s Office completed the investigation into the officers of the former International University (AIU).

The investigation found that Dean of the Operating Oil and Gas Fields Faculty, Mahmoud Efendiev, conspired with the Rector Elshad Abdullayev to make transfers of students enrolled at AMU to universities of Makhachkala, Russia, bypassing the State Student Admission Commission.

Thus, as a result of the transfer of students, without the knowledge of the Ministry of Education, Efendiev appropriated 40.5 thousand manats. Charges against him are under articles 308.2 (abuse of power, resulting in grave consequences), 311.3.1 (bribery of persons by prior agreement) and 311.3.3 (bribery on a large scale).

The criminal case against Efendiyev has been sent to the Baku Court of Grave Crimes. The criminal case against Abdullayev and others has been separated.

Recall that Abdullayev emigrated and was granted asylum in France. In 2012 he extended a controversial video with footage of his conversation with the former MP Gular Akhmedova, where the MP offered Abdullayev to ensure an MP seat in the parliamentary elections in 2005 for $1 million.

Thereafter several criminal cases were filed against Abdullayev.
