The reaction of the Accounting Chamber on charges in Sumgait
In schools of Sumgayit teachers were collected 20-50 manats (depending on the load and position) to “adequately please the Accounting Chamber staff of Azerbaijan.”
The complainant (authoritative teacher), who asked not to be named, said Chamber staff was professional and knowledgeable experts. They found all the “dead souls” in the education system of a satellite town and all the classes “attributed” to teachers really spending time in the trade between Turkey, the UAE and Baku. Because of that the City Department of Education has decided to “thank” the auditors for the high level of skill.
In the Internal Control Audit Chamber (phone 012 493 51 47) in response to information they told Turan that they do not engage in such practices and encouraged to turn to the press secretary. The Press secretary Naila Gazieva informed the agency that anonymous application is not considered in this body.
Audit budget in Azerbaijan is carried out by two bodies – the State Control Agency under the Ministry of Finance (protects the interests of the government) and the Accounts Chamber of the Parliament (to be accountable to society). Unfortunately, the legislative body within a conspiracy against the public interest is silent along with the executive agency.
Recall the solution to check the intended use of state capital investments allocated to the Education Department of Sumgayit city, approved at a meeting of the Accounting Chamber of Azerbaijan on May 15 this year.
The Accounting Chamber last year conducted 75 audits target country, in all cases to find the composition of financial crimes. The outcome of the raids sent to the Prosecutor General, to all the rest – to the Parliament.
The Accounting Chamber of Azerbaijan, as a rule, is limited to generalities about the board meeting, without giving specific figures and data. According to Article 6.0.3 of the Law of Azerbaijan “On receiving information” (“Basic Principles of information”), the disclosure of budget revenues and expenditures is the responsibility of government agencies, including the Chamber of Accounts.
