Ahmad Shahidov: “Restoring dialogue between the state and civil society worth appreciations”

Following his telephone conversation with Ilham Aliyev, President of the Republic of Azerbaijan on August 12 Thorbjørn Jagland, Secretary General of the Council of Europe made a statement. The statement reads that human rights working group would be re-established and representative of the Council Europe would be included in this group. During the Milli Majlis meeting held on October 22 the issue was discussed and decision came out of the gathering to re-establish human rights working group following 6 years.

The group included governmental representatives and PACE officials, activists of civil society organizations, human rights defenders, heads of NGOs and mass media representatives. While commenting on future activity of the group, Ahmad Shahidov, Head of Azerbaijani Institute for Democracy and Human Rights pointed out that any dialogue between civil society and governmental circles is a step forward. The statement reads ”The dialogue between the parties has been observed in 2005-2008 years and as a consequence of joint efforts about 200 prisoners were pardoned and released. However, with the interference of third forces the negotiations have been postponed for the indefinite time”

Recalling his meeting and discussions with Alexander Gassel, Head of Political Committee of PACE in the framework of his visit to Strasburg in September head of AIDHR stressed that he was informed on telephone conversation between Ilham Aliyev, President of the Republic of Azerbaijan and Thorbjørn Jagland, Secretary General of the Council of Europe. It quotes; ”During the meeting Alexander Gassel gave information with respect to the telephone conversation on this issue and noted that in the few days working group would be re-organized. I emphasized that the decision came in time and brought it to the PACE official’s attention that AIDHR would be an active part of the group. I do believe that activities of the working group will yield positive results.
