Teachers cannot get paid in Capital Bank ATMs

Under the conditions of monopolization services when pensions and public sector wages by plastic cards of the International Bank of Azerbaijan and Capital Bank, the onus is on these structures – said the expert public association “Promoting Economic Initiatives” Samir Aliyev. According to him, both banks have a contract with the State Social Insurance Fund and the government to ensure the timeliness of public sector wages in full.

The Labor Code has a point about the possibility of payment of wages, as the box office of the enterprise (organization) or by transfer to a personal bank account. But in practice there is no alternative. According to international practice, the condition of payment of wages by transferring funds to the bank account of the employee must be pre-specified in the individual employment contract or collective agreement. It is possible to design a supplementary agreement to the employment contract.

To the employer in a legal foundation to make payments to employees using plastic cards, workers organizations must declare in writing to the employer of their agreement on the transfer of salary using a plastic card. Moreover, if someone from the organization for any reason refuses to transfer wages, the employer is not entitled to compel an employee to write a statement. In this case, the organization shall ensure that an employee’s salary is received from the cash register. Do these rules work in Azerbaijan?
